The casino first opened its doors in November 2005.
It occupies the grandstand building of what was once the Fraser Downs racetrack. The City of Surrey terminated the racetrack lease on 15 August 2025, bringing live harness racing to an end. That termination did not extend to the casino, which has stayed open.
In September 2025 the racing surface was removed, and in December 2025 the backstretch barns came down. Guests should note that no live racing now takes place on the site.

Only adults aged 19 and over are admitted. As at all British Columbia casinos, door staff ask each guest for original photo identification that a government has issued. Security then checks that document against a register of people refused admission, which names every person enrolled in Game Break. Nothing personal is retained for guests who are let in.
Accepted documents include a driver's licence, a BC Services Card or a passport, among others. Provincial law does not permit smoking or vaping indoors.

Slot machines and electronic tables together number more than 500. Alongside them are 10 live table games, arranged as follows:

In the Action Arena, guests will find $0.50 roulette on both live and virtual wheels, $5 baccarat and a virtual version of Ultimate Texas Hold'em. No poker room operates at the casino, and in Ultimate Texas Hold'em as well as Four Card Poker, guests play against the house.

Two spaces are available for groups. The Dragon Lounge takes up to 220 guests for a reception or 160 for a seated dinner, while The Homestretch at Elements accommodates up to 350.
